This is easy to spot. just look at the passenger right arm and his hand firmly on a steering wheel.
Your guess about student drivers having both sets of wheels is close but incorrect. The truth is Ford sells cars and trucks worldwide. This is a prototype vehicle so it has both sets of pedals and steering wheel on both sides. Countries like Thailand get the full size small trucks in small quantities and India too and that is the reason for the prototype having both sets of controls.
Clearly Biden is in no shape to drive and this was a scam by the democrats running him.
