The irony is palatable when Russia holds the only Internationally recognized "Constitution" anyway.
I can read the language and I can see the possible application but it has yet to be applied. When someone attempts to apply it there will be legal and constitutional court challenges. It would be interesting to see who prepared this EO, it was not Biden. The first thing that came to mind was could it be applied to Soros and Hillary?
